Abstract: The paper introduces the location of Sanjiang plain and marsh resources；discusses the relationships between the formation of marsh and precipitation，terrain surface water，groundwater；analyses the influence of marsh development on “ three water”：proves the function of marsh during cycliny changes of“three water”；and advances the important meaning to protect marsh for Sanjiang plain．
